MT199 Procedures

Buyer issues LOI to intermediary to assist in expediting the transaction.
Please include oil types wanted for purchase and quantities for each.
1. Seller/Title Holder holds zoom meeting / conference call
with buyer. No other parties on this communication except
for an introduction mandate who may vacate meeting at outset.
2. Buyer issues MT199 bank to bank swift message to seller
proving POF.
3. Sellreleases POP. There will be no exclusions. The
below is only an example of full POP items as the seller will
release all that the buyer needs.
a. Fresh SGS Report
b. Unconditional Dip Test Authorization (UDTA)
c. Injection Report
d. Tank Storage Agreement (TSA)
e. Tank Storage Receipt (TSR)
f. Tank Farm Bar-Code Information
g. Letter of Commitment to Supply
h. Passport of the Product (Q & Q)
i. Certificate of Origin Report
j. Registration Certificate
k. Confirming warrant
l. Authority to Sell & Collect (ATSC)
4.Buyer pays for the fuel and the deal is closed. Seller pays
intermediaries.

Note: This transaction is designed to be very streamlined and timely while purposely only
involving the Seller to the Buyer via zoom and phone call. The prices are largely based off of
Platts minus and will be negotiated on the zoom meeting based on quantity etc.. The seller is
based in Texas USA and has decades in the oil business
