Bottled Water Industry Terminology
21 CFR Parts 129 and 165
U.S. FDA regulations governing bottled water. Part 129 covers processing and bottling (plant design, sanitation, source approval), and Part 165 sets standards of identity (spring, purified, mineral, etc.) and quality (chemical/microbiological limits).
Examples: 'Our plant PRP manual is aligned to 21 CFR Part 129.'; 'Labeling must meet 21 CFR 165.110 standards of identity for spring water.'; 'The auditor cited 21 CFR 129.80 for our sanitizer verification.'
Abstraction Permit
A regulatory authorization to withdraw water from a surface or groundwater source, often specifying volumes, seasons, monitoring, and environmental safeguards.
Examples: 'We can't increase output without updating the abstraction permit.'; 'The permit caps annual withdrawal at 80,000 m3.'; 'Renewal requires a hydrogeological impact assessment.'
Aquifer
A permeable geologic formation that stores and transmits groundwater. Key to source capacity, water quality, and sustainability.
Examples: 'The well taps a confined limestone aquifer at 150 meters.'; 'Aquifer recharge rates limit sustainable yield.'; 'We model drawdown to protect neighboring wells.'
Artesian Water
Water from a confined aquifer where hydrostatic pressure causes the water level to rise above the top of the aquifer; a recognized standard of identity in the U.S.
Examples: 'Label as artesian water per 21 CFR 165 if sourced from a confined aquifer.'; 'The artesian head gives positive flow without pumping.'; 'Marketing stresses the artesian origin.'
AWS Standard (Alliance for Water Stewardship)
An international water-stewardship framework and certification focused on sustainable water balance, good quality, governance, and WASH for sites and their catchments.
Examples: 'We’re pursuing AWS certification at our spring site.'; 'The AWS gap assessment flagged community engagement.'; 'AWS metrics feed our ESG report.'
Blow Molding (ISBM)
Injection Stretch Blow Molding: the dominant PET bottle manufacturing process where a heated preform is stretch-blown into a mold to form the bottle.
Examples: 'Bottles are produced via single-stage ISBM in-line with filling.'; 'We moved preform specs from 21 g to 18.5 g for ISBM.'; 'Hot spots in ISBM caused base ovalization.'
Bottle Lightweighting
Design and process changes that reduce bottle or closure mass while maintaining performance, lowering costs and environmental footprint.
Examples: 'Lightweighting cut resin per 500 mL bottle by 1.8 g.'; 'We switched to 1881 finish to enable lightweighting.'; 'Lightweighting must not compromise top-load or squeeze feel.'
BPA (Bisphenol A)
A chemical used in some polycarbonate plastics and epoxy resins; not present in PET. Consumer concern drove BPA-free packaging shifts for returnable bottles and coolers.
Examples: 'Our 5-gallon returnables are BPA-free PET, not polycarbonate.'; 'BPA-free is now a front-of-pack claim.'; 'We validated no BPA migration under worst-case conditions.'
CAPEX
Capital expenditures on long-lived assets like lines, blow molders, or source development. Key in cost structure and capacity planning.
Examples: 'FY26 CAPEX includes a new high-speed blower-filler block.'; 'We need CAPEX for an on-site rPET silo.'; 'Lease vs CAPEX analysis favors leasing the palletizer.'
Carbon Footprint (kg CO2e/L)
Greenhouse gas emissions per liter across the life cycle (resin, energy, transport, end-of-life). Tracked in LCAs and ESG targets.
Examples: 'Our still water is 0.18 kg CO2e/L cradle-to-shelf.'; 'rPET lowers footprint by ~50% vs virgin PET.'; 'LCA shows transport dominates CO2e for imported glass.'
Carbonation Level (CO2 Volumes)
The amount of dissolved CO2 expressed as volumes of gas per volume of liquid at STP; typical sparkling waters are ~2.5–4.0 vols.
Examples: 'Set sparkling to 3.0 vols CO2 for a crisp bite.'; 'CO2 volumes drop with higher product temperature.'; 'We tuned the de-aerator to stabilize carbonation.'
Case Pack
The number of consumer units per secondary package (e.g., 24x500 mL). Affects logistics, shelfing, and price architecture.
Examples: 'Retail wants a 24x500 mL case pack with handle.'; 'Changing to 15-packs cuts shelf price point.'; 'Case pack impacts pallet pattern and freight cost.'
CIP (Clean-in-Place)
Automated circulation of cleaning and sanitizing solutions through tanks, piping, and fillers without disassembly to remove soils and biofilms.
Examples: 'We run nightly caustic CIP on the filler bowl.'; 'CIP validation uses ATP swabs and conductivity endpoints.'; 'Short CIP saves water but must meet micro targets.'
Closure Finish (PCO 1881/1810)
The standardized bottle neck/finish geometry (threads, support ring). PCO 1810 is older/heavier; PCO 1881 is a lightweight PET finish widely used for water.
Examples: 'Switching to PCO 1881 saved 1.2 g per closure.'; 'Finish change requires neck support ring updates.'; 'Closure torque spec depends on finish and liner.'
Co-packer
A contract manufacturer that fills and packs products for a brand owner under specification, often used for flexibility or market entry.
Examples: 'Seasonal demand is covered by a co-packer.'; 'QA audits all co-packers twice a year.'; 'We ship preforms to the co-packer for cost control.'
Conductivity (µS/cm)
A measure of water’s ionic content; correlates with TDS. Used to monitor purification effectiveness and detect contamination.
Examples: 'RO permeate is <10 µS/cm before UV.'; 'A jump in conductivity indicates resin exhaustion.'; 'Inline conductivity controls divert to drain.'
Deionization (DI)
Ion-removal via ion-exchange resins (or EDI variants) to reduce dissolved ions, producing purified water per FDA standards of identity.
Examples: 'Post-RO DI polishes to sub-5 µS/cm.'; 'Mixed-bed DI was swapped for EDI to cut chemicals.'; 'We alarm on breakthrough at the DI skid.'
Deposit Return Scheme (DRS)
Policy requiring a refundable deposit on beverage containers to incentivize return and recycling; common in EU states and some U.S. states.
Examples: 'The DRS adds a €0.15 deposit to PET singles.'; 'We updated labels with DRS barcodes.'; 'DRS boosts PET return rates above 80%.'
EPR (Extended Producer Responsibility)
Regulations making producers financially responsible for post-consumer packaging collection/recycling, often with eco-modulated fees.
Examples: 'EPR fees rose with our shift to shrink sleeves.'; 'We budget EPR by SKU and market.'; 'EPR modulates fees based on recyclability.'
FSMA Preventive Controls
U.S. Food Safety Modernization Act rules requiring risk-based preventive controls, supply-chain programs, and verification for human foods, including bottled water.
Examples: 'Our hazard analysis under FSMA covers bromate risk.'; 'PCQI signed off the Preventive Controls plan.'; 'Supplier verification is part of FSMA compliance.'
FSSC 22000
A GFSI-recognized food safety certification scheme combining ISO 22000 with prerequisite programs (ISO/TS 22002-1) and additional requirements.
Examples: 'The plant is certified FSSC 22000.'; 'FSSC requires annual food defense review.'; 'We closed a minor NC from the FSSC audit.'
GMP (Good Manufacturing Practices)
Foundational procedures and conditions to ensure sanitary processing and quality (hygiene, pest control, maintenance, documentation).
Examples: 'Hair restraints and handwashing are GMP basics.'; 'GMP training is required for all temps.'; 'We logged a GMP deviation for open product.'
HACCP
Hazard Analysis and Critical Control Points: systematic identification and control of food safety hazards via monitored critical control points.
Examples: 'Ozone residual is a HACCP CCP.'; 'We verified HACCP critical limits for UV dose.'; 'HACCP review added a prerequisite for allergen control (labels).'
HDPE
High-density polyethylene used for closures and some bottles (e.g., one-gallon jugs); valued for chemical resistance and stiffness.
Examples: 'Caps are HDPE; bottles are PET.'; 'The 1-gallon jug is extrusion-blown HDPE.'; 'HDPE is widely recycled as #2 plastic.'
HOD (Home and Office Delivery)
Direct delivery model using large returnable bottles (3–5 gallon) and coolers for homes and workplaces; distinct from retail PET singles.
Examples: 'HOD route density drives profitability.'; 'We’re transitioning 5-gal PC to PET returnables.'; 'Cooler rentals anchor HOD retention.'
Ion Exchange
A process where ions in water are exchanged with ions on a resin to remove hardness, alkalinity, nitrate, etc.; used in DI and pretreatment.
Examples: 'Cation/anion beds remove hardness before RO.'; 'Regeneration waste is routed to neutralization.'; 'Resin fouling increased pressure drop.'
ISO 22000
International standard specifying requirements for a food safety management system, including risk assessment and management processes.
Examples: 'ISO 22000 underpins our food safety management system.'; 'We integrated ISO 22000 with ISO 9001.'; 'Internal audits cover ISO 22000 clauses.'
Julian Date Code
Date coding format using the year and day-of-year (e.g., YYDDD) for traceability and inventory rotation.
Examples: 'Lot code 24123 is May 2, 2024.'; 'Retailers use the Julian code for rotation.'; 'Recall scope used Julian codes from 24110–24120.'
LCA (Life Cycle Assessment)
A standardized method to quantify environmental impacts of a product from cradle to grave, informing design and sustainability choices.
Examples: 'LCA shows trucking distance drives impacts.'; 'Switching to rPET improved our LCA results by 35%.'; 'We modeled end-of-life in LCA scenarios.'
LOD/LOQ
Limit of Detection and Limit of Quantitation: lowest analyte levels detectable and reliably quantified by an analytical method.
Examples: 'PFAS results were below the LOQ but above LOD.'; 'We need a method with a 1 ppt LOQ.'; 'Reporting
Microplastics
Microscopic plastic particles; an emerging contaminant category with evolving methods and regulations relevant to bottled water.
Examples: 'We follow emerging microplastics test methods.'; 'Comms prepared FAQs on microplastics in water.'; 'Process changes aim to minimize particle shedding.'
Mineral Water (Standard of Identity)
Bottled water with characteristic mineral content from the source (≥250 mg/L TDS), no minerals added, and consistent composition; regulated identity.
Examples: 'Mineral water must have ≥250 mg/L TDS from the source.'; 'No minerals added post-treatment.'; 'Labeling emphasizes consistent mineral profile.'
NSF Certification
Third-party certification (e.g., NSF/ANSI standards) for equipment and materials in contact with drinking water, verifying safety and performance.
Examples: 'UV reactors are NSF/ANSI 55 validated.'; 'Materials meet NSF/ANSI 61 for drinking water contact.'; 'We display NSF mark on coolers.'
NTU (Turbidity)
Nephelometric Turbidity Units: a measure of water clarity; low turbidity indicates fewer suspended particles and effective filtration.
Examples: 'Product turbidity is <0.15 NTU.'; 'A turbidity spike triggered an alarm.'; 'We calibrate turbidimeters monthly.'
OEE (Overall Equipment Effectiveness)
A composite metric of availability x performance x quality that indicates how effectively a production line is utilized.
Examples: 'OEE improved to 72% after capper upgrades.'; 'Top losses are changeovers and micro-stops.'; 'We target 80% OEE on Line 2.'
Ozonation
Dissolving ozone gas into water for disinfection and oxidation; leaves no residual but must be managed to avoid bromate formation.
Examples: 'We dose ozone at 0.2 mg/L pre-fill.'; 'Bromide in source water raises bromate risk.'; 'Ozone improves taste by oxidizing organics.'
PET (Polyethylene Terephthalate)
The predominant plastic for single-serve bottled water; clear, lightweight, strong, and recyclable.
Examples: 'Bottles are 100% PET with 30% rPET content.'; 'PET preforms are tinted light blue.'; 'PET is recyclable as #1 plastic.'
PFAS
Per- and polyfluoroalkyl substances; persistent chemicals with very low health advisory limits. Increasingly regulated, requiring sensitive testing and mitigation.
Examples: 'We installed GAC/IX to reduce PFAS.'; 'Results met state PFAS limits at <4 ppt.'; 'Customer FAQs explain PFAS testing cadence.'
pH
A measure of acidity/alkalinity. Influences taste, corrosion, mineral balance, and marketing claims (e.g., alkaline water).
Examples: 'Brand positions at pH 9.5 alkaline.'; 'RO water is low alkalinity; pH drifts with CO2.'; 'We adjust pH post-RO via remineralization.'
Preform
Injection-molded PET tube with the final bottle’s neck finish; heated and stretch-blown into the final container shape.
Examples: 'We converted to a 17 g preform for 500 mL.'; 'Preform ovality caused thread defects.'; 'Preforms must be dried to spec before ISBM.'
Private Label
Retailer-branded bottled water produced by a manufacturer to the retailer’s specification; a large share of category volume.
Examples: 'Private label wins on price architecture.'; 'Retailer spec requires 25% rPET.'; 'We co-pack two private label lines.'
Purified Water (Standard of Identity)
Water produced by distillation, deionization, reverse osmosis, or similar, meeting the definition of Purified Water in the U.S. Pharmacopeia; a regulated identity.
Examples: 'Label as Purified Water (Reverse Osmosis).'; 'USP Purified Water specs apply.'; 'We maintain conductivity below spec for purified water.'
Reverse Osmosis (RO)
Membrane process that removes dissolved solids, organics, and microbes by applying pressure to drive water through semi-permeable membranes.
Examples: 'Two-pass RO brings TDS near zero.'; 'Fouling increased differential pressure across the RO.'; 'RO reject is routed to non-potable reuse.'
rPET (Recycled PET)
Post-consumer recycled PET resin used to make new bottles, reducing virgin resin demand and carbon footprint; subject to food-contact approvals.
Examples: 'Bottles now contain 50% rPET.'; 'Flake quality impacts haze in rPET.'; 'Supply of food-grade rPET is tight.'
Sanitary Survey
A systematic on-site review of water sources and facilities to identify conditions that could lead to contamination; required by many regulators.
Examples: 'Annual sanitary survey documented no contamination pathways.'; 'We repaired well seals per survey findings.'; 'The survey reviews sources, protection, and infrastructure.'
Shelf Life
The period a product retains expected quality and safety under specified storage. For water, often limited by packaging integrity and carbonation retention.
Examples: 'Best-by is 24 months for PET still water.'; 'Oxygen ingress can flatten sparkling over time.'; 'Sunlight can warm and affect taste; advise ambient storage.'
Source Protection Plan
A documented assessment and set of controls to prevent contamination of the water source and its recharge area.
Examples: 'The plan maps potential contaminant sources in the catchment.'; 'We installed secondary containment for diesel near the spring.'; 'Monitoring wells are part of the SPP.'
Spring Water (Standard of Identity)
Water derived from an underground formation that flows naturally to the surface; must be collected at the spring or from the same formation; regulated identity.
Examples: 'Product must be collected at the spring or through a bore tapping the same aquifer.'; 'We verify natural flow at collection.'; 'Label identifies the spring source.'
Traceability
The ability to track product and ingredients through production and distribution using lot codes and records; critical for recalls and quality control.
Examples: 'We traced the complaint to lot 24145 via pallet tags.'; 'Full trace took under 2 hours in mock recall.'; 'Supplier batch codes link resin to finished goods.'
UV Disinfection
Ultraviolet treatment (typically 254 nm) to inactivate microorganisms in water; effective with low UV absorbance and proper dose validation.
Examples: 'UV dose is validated at 40 mJ/cm2.'; 'UVT dropped—clean the quartz sleeves.'; 'UV provides log reduction without residual.'
